LONGPORT – The Board of Commissioners May 20 approved an employment agreement for Chief of Police Ray Burgan. Burgan was sworn in as Longport’s eighth police chief, replacing retiring Chief Frank Culmone on Feb. 18. The contract is effective through Dec. 31, 2029.
Burgan is tasked with managing the routine day-to-day operations of the Police Department, administration of rules and regulations, will provide emergency directives and discipline for officers, and delegate authority as he deems necessary.
The position is a full-time, salaried position at 40 hours a week; however, the chief “shall dedicate himself to performing his duties without respect to minimum or maximum number of hours per week,” the contract states.
His base salary will be 8.5% higher than the rank of captain, which is $157,341 for the person currently holding that position.

He is entitled to one personal day, 104 hours of sick leave and 208 hours of vacation time annually. Up to 120 hours of vacation can be carried forward the following year but must be used in the first quarter of the year. Upon separation or retirement, accrued vacation time shall be compensated as straight time. He can use sick leave as terminal leave upon six months’ notice of his intent to retire, unless capped by state law.
Longevity pay will increase his base salary 4% after 15 years, 8% after 20 years and 10% after 22 years of service. He’ll also be entitled to reimbursement and travel expenses for attending professional training and conferences, and dues to professional organizations.
Burgan will be entitled to family medical benefits and contribute toward the premium as required by state law.
The borough will supply the chief with an unmarked vehicle for police work and “official personal use,” and the borough will cover expenses toward its.
